It looks like NVidia fixed their drivers and VMR 9 video playback is working again.
If driver version 32.0.16.1088 or above is detected Media Foundation will not be forced.

I am not sure how I neglected this all these years but there was no keyboard/gamepad repeat delay. This is now in there. The initial delay before repeat was also too high.
